  when NM102 is 1 and first name/last name is missing.
  
  The HIPAA compliance is failing with more than 1 iteration of
  2120C loop in 5010x279a1 271 transaction.
  
  According to IG if NM102 is 1 and NM108 and NM109 are present
  then first name/last name are not mandatory.
