Error description

• The HIPAA Compliance Check map is accepting data when it should
  be rejected.
  
  If an HI segment is not present in the 2000E loop and the SV0107
  data is present, the data should be rejected when type 4
  checking is enabled.  Currently this data is being accepted as
  valid.

  enforce the presence of the 2000E HI when the 2000F SV107 is
  present for version 5010X217
