The HIPAA compliance check map does not reject 5010X221A1 835 transaction when mandatory 1000A PER_BL is not present. In the HIPAA 4.3.2 hipaa_x12_type_4 type tree, the Payer N1 Loop has the 5th component as optional, yet within this group the 2nd component, PER_BL_Technical_Department PER Segment, is required. This is in the group: Payer_Identification PER Unordered_Group is (0:1). The sub component of this group, PER_BL_Technical_Department PER Segment is (1:s). The 0:1 and 1:s are in conflict with one another which results in HIPAA data being accepted when PER_BL_Technical_Department PER Segment is not present when in fact it is required.
