Error description
When the SNMP Agent trace level value is set to "disable" in the SNMP Admin, the SNMP log file is not created but the log is created when the value is set to "level 1".

Problem summary

Problem conclusion
The SNMP Agent's startup log file is always generated regardless of the trace level. Before this fix, the log file was only generated if some level of tracing was enabled. Delivered in: 8.3.0.4
