Error description

• Map Designer crash when running map that uses a FROMDATETIME()
  function with a format string that includes just HH (i.e. not
  using the proper HH12 or HH24).

  Circumvention: Use HH12 or HH24 instead of HH in format string.

  Problem Description:
  When using a invalid format string in a rule construct such as
  "=ToNumber(FromDateTime(CurrentTime(),"{HM}"))" core engine
  would crash with access exception.
  
  Platforms Affected:
  All
  

Problem conclusion

• Changed code to properly handle the invalid format string by
  creating a NULL object. There will be no output from this
  function "CurrentTime(),"{HM}")" which contains an invalid
  format string.
  
  Delivered in:
  8.1.0.6, 8.2.0.6, 8.3.0.3
