PM17405: MSDIMPORT FAILS WHEN JAPANESE CHARACTERS ARE IN DIRECTORY PATH

  Problem Description:
  Integration Flow Designer and msdimport command line utility
  fails to import a MSD file from an exported XML file if the file
  path contains Japanese characters in it. Both should work fine
  in importing the file to a path having Japanese characters.
