Problem summary

• Users Affected:
  WebSphere Transformation Extender customers that are using the
  export as schema utility to create schemas from type trees that
  have types defined as zoned numerical with non-zero implied
  decimal places.
  
  Problem Description:
  Changed the schema importer's Item::Item and
  XmlSchemaBuilder::CreateNumericalType methods to create
  restricted decimal types out of zoned numerical with non-zero
  implied decimal places

Problem conclusion

• The export as schema utility used to create elements of xsd:int
  type from type tree types defined as zoned numerical with
  non-zero implied decimal places. With this fix, the utility
  creates restricted decimal types
