PM16598: FAIL TO IMPORT THE CORRECT PUT FILE PATH VALUE USING THE MSDIMPORT COMMAND ON A WINDOWS JAPANESE LOCALE

Error description

• On a Windows Japanese locale, when trying to build a system
  definition (.msd) file using msdimport command from the exported
  xml file, the msdimport command does not get Put card filepath
  value from xml file, but instead it gets the Put card filepath
  value from the map source (.mms) file.

  When calling msdimport utility to import xml representation of
  an msd file on Japanese machine, the utility fails to recognize

• Fix IFD utility code to correctly recognize that output card has
  overwrites.
