Error description

• The MQ adapter took an inordinate amount of time to process
  groups of messages that contained duplicate message ids.  When
  using the "-REFRESH" option, the MQ adapter listener did not
  process duplicate message id's as fast as unique message id's.

Problem conclusion

• When using the "-REFRESH" option, the MQ adapter listener now
  processes duplicate message id's as fast as unique message id's.
  Before this fix, the adapter would take large amounts of time to
  process groups of messages containing duplicate message ids.
