  When there is a problem with the remote host not responding to
  an attempt to setup an RTP pipe (RSETUP), the retry timer is too
  short and may overwhelm the remote host and/or reach the retry
  limit before the remote host recovers and is ready to accept it.
  

Local fix

Problem summary

• USERS AFFECTED: All users using HPR, such as with EE links.
  
  PROBLEM DESCRIPTION:
  See error description, above.
  

Problem conclusion

• The timers have been altered to reduce the rate of retry
  attempts, changing the retry timer from 30 seconds to 8 minutes
  in multiples of 2, which should cause about 3 packets per minute
  to be transmitted in the attempts.
