Error description
Following a restart, an OSGi application with an https URL is inaccessible. Attempts to connect to it result in a java.net.MalformedURLException. The URL is not malformed.

If the runtime accesses an https URL prior to the application, then the application will never be able to access an https URL.
Problem conclusion
