PM68710: MANAGER UNQUIECE MIGHT NOT UPDATE WEIGHT TO NON-ZERO VALUE WHEN IT INVOKES IN STANDBY

APAR status

• Closed as program error.

Error description

• When you run "dscontrol manager unquiece <SERVER>" after
  "dscontrol manager quiece <SERVER>" at Load Balancer in standby
  state, LB might fail to update weight for the server in
  executor to non-zero value.
  
  If the LB becomes active, managerAlert script might be invoked
  unexpectedly although all servers are up if you have run
  quiece/unquiece to all servers when it was standby state. This
  might occur if the weights for all servers remain as zero in
  executor, and manager retrieves those before updating the
  current weights.
