WebSphere Edge Caching Proxy 6.1 converts UTF-8 encoded values to their ASCII characters when using Redirect rules - example: Here is a rule redirect /connections/* to https://www.sitename2.com/* - http://www.sitename1.com/connections/%25sample is redirected as https://www.sitename2.com/%sample - %25 is a UTF-8 encoded value The ASCII character for this encoded value is actually % - WebSphere Edge Caching Proxy is translating the encoded value %25 to it's ASCII character % when performing the redirect

Problem conclusion
The fix performs an exact match for the header. It is fixed in 6.1.0.30, 7.0.0.10, 8.0.0.5 and later versions of proxy.
