PM27782: THE SESSION INITIATION PROTOCOL (SIP) SERVLET CONTAINER DOES NOT INITIALIZE THE SERVLET WHEN THE CLUSTER STARTS UP

• The Session Initiation Protocol (SIP) servlet container does
  not initialize the servlet when the cluster starts up.

  The problem occurs in a cluster environment, during the
  initialization of the application server. When the server
  starts up, it is responsible to pass a SipServlet.init()
  event to the application. Because of a bug in the servlet
  container, this event is not delivered to the application,
  unless a message is sent to the container from a client.
  

Problem conclusion

• The bug is fixed in the SIP (Session Initiation Protocol)
  container. With this fix, the SipServlet.init() event is
  properly delivered to the application.
  
  The fix for this APAR is currently targeted for inclusion in
  fix pack 1.0.0.9 for the Feature Pack for Communications
  Enabled Applications. Please refer to the Recommended Updates
