  cannot be loaded from the catalogs.

  PROBLEM SUMMARY:
  The mqsiformatlog command formats user log messages using the
  NLS message catalogs. If the mqsiformatlog command cannot open
  a catalog when using the NLS path, it will use a default path.
  When using the default path, the catalog is repeatedly opened
  which eventually causes a BIP2176S error due to lack of
  memory.
  

Problem conclusion

• WebSphere Message Broker was changed to open the catalog
  once and keep it opened until the end of the command.
