• StartTime and EndTime are wrongly updated in statistics data

  * PROBLEM DESCRIPTION: Inside the statistics data, the fields  *
  *                      StartTime and EndTime are wrongly       *
  *                      updated for records taken around        *
  *                      00:00(24:00). For all other times,      *
  *                      the StarTime and EndTime is updated     *
  *                      correctly.                              *

  In WebSphere Message Broker, it is found that the StartTime
  and EndTime, inside statistics data, are wrongly recorded
  sometimes.
  

Problem conclusion

• The code has been fixed to correct the StartTime and EndTime
  values while recording the statistics data.
