Error description
The messages that are published for a topic and delivered to the subscriber's destination queue are not counted in the PutCount within the Queue Statistics for the queue. For example, in an interval in which a single message is published, and arrives on the queue, the output from amqsmon would include: PutCount: [0, 0] but this line should have been: PutCount: [1, 0]

Problem conclusion
