IT38420: Possible memory leak in amqrmppa or amqzlaa0 process when using secure connection to LDAP repository

Error description

• When the queue manager is using a secure TLS connection to an
  LDAP repository, the memory will increase by approximately 26
  bytes for each connection that is made to the LDAP repository.

  PROBLEM DESCRIPTION:
  Each time a connection was made, the IBM MQ code was adding an
  environment variable, but this was only required once, for the
  first time the connection was made.  Each time a connection was
  prepared, the memory allocation for the environment variable
  from the previous connection was leaked.
  

Problem conclusion

• The IBM MQ code has been corrected so it will add the
  environment variable only once, which is sufficient.
