IT32443: haregtyp /r reports incorrect error message when the command fails

APAR status

• Closed as program error.

Error description

• The user runs haregtyp /r and the output is "The IBM MQ
  resource is already registered"
  
  This output is incorrect, because it only comes out when the
  resource is NOT already registered, but some other error has
  occurred.
  
  Therefore other errors can be hidden from the user by this
  output.

  PROBLEM DESCRIPTION:
  Due to incorrect error handling in the haregtyp command,
  inaccurate error messages are returned when the command fails.
  

Problem conclusion

• MQ code has been modified to handle the errors correctly and to
  generate a failure data capture (FDC) record to notify the user
  with the exact failure when command fails.
