IT31987: MQRC error 2195 reported for empty mqclient.ini on Windows

APAR status

• Closed as program error.

Error description

• When the MQ client attempts to use an empty mqclient.ini
  file on Windows, MQRC_UNEXPECTED_ERROR is returned.
  

Local fix

• Ensure mqclient.ini is not empty, for example by including a
  comment (by using # at the start of the line).

  PROBLEM DESCRIPTION:
  When MQ attempted to read mqclient.ini on Windows
  it would check if the file was empty, and return an error if
  it was. This isn't done on any other platform, and the check was
  unnecessary since it is possible for normal operation
  to continue with an empty mqclient.ini.
  

Problem conclusion

• The check for an empty mqclient.ini has been removed
  so that MQ on Windows will continue if an empty file is present
