IT27770: When a queue manager is created using the crtmqm command, this is not reported in the system error log

• Closed as program error.

Error description

• APAR IT25334 added logic to report the deletion of a queue
  manager with dltmqm in the MQ error log. This APAR adds
  equivalent logic for queue manager creation.

  PROBLEM DESCRIPTION:
  The crtmqm command did not report its successful completion in
  the MQ error log.
  

Problem conclusion

• The crtmqm command is modified to record an AMQ8001 message in
  the MQ error log on successful completion of the command.
