IT27453: dltmqras fails with FDC reporting probe ID XC130003 SIGSEGV under xcsQueryValue

Error description

• On the IBM MQ Appliance, when running dltmqras, a failure data
  capture (FDC) record is seen similar to the following:
  
  Probe Id     :- XC130003
  Component     :- xehExceptionHandler
  Program Name   :- mqdpcli
  Comment1     :- SIGSEGV: address not mapped(...)
  
  Call stack contains an element similar to:
  
  /opt/mqm/lib64/libmqmcs_r.so(xcsQueryValue+0x265)

Problem summary

  PROBLEM DESCRIPTION:
  A variable was not initialized before use.  The behaviour is
  therefore undefined.  Sometimes the code would work, sometimes
  it would fail.
  

Problem conclusion

• The code has been corrected so that the variable is initialized
  before use.
