IT27352: MQ V9.1.0.0: FDC XC076012 "AMQ6047E: Conversion not supported." was created during non-english installation

APAR status

• Closed as program error.

Error description

• Before MQ 9.1.0.0 installation, LANG and LC_ALL were exported
  to ja_JP.eucjp which was already installed.
  
  During installation, a Failure Data Capture (FDC) record
  XC076012 was generated on crtmqinst because
  of "AMQ6047E: Conversion not supported."

Local fix

• The problem here is the runtime_postinstall.sh script sets LANG
  and LC_MESSAGES to the C locale for the duration of the script.
  Setting LC_ALL=C and LANG=C prior to installation is a
  workaround to prevent the FFST from occurring.

  PROBLEM DESCRIPTION:
  MQ installation scripts set LANG and LC_MESSAGES environment
  variables to a 'C' locale to ensure consistent formatting, for
  example when calling OS commands and parsing the output.
  
  The two environment variables only partially change effective
  locale settings. MQ binaries called from these scripts query the
  codepage of the attached console to perform data conversion on
  data such as messages - however the codepage is derived from the
  effective LC_CTYPE environment variable which is not overridden
  in the scripts.
  
  The consequence of this is that MQ may then lack data conversion
  tables to convert the message file to the target codepage and
  write an FFST, despite the installation being successful.
  

Problem conclusion

• The installation script has been updated, fully overriding the
  locale settings for the duration of their execution. This code
  change affects the base MQ code and will only be resolved when
  consuming new installation media.
