IT27240: Extremely short-lived TCP connections incorrectly generate AMQ9213E errors in the queue manager error log

Error description

• Creating extremely short-lived TCP connections generated
  AMQ9213E errors in the queue manager error log. Many undesirable
  errors would be generated in situations such as third party
  Linux HA solutions that generate very fast TCP connections and
  then disconnect them, just to see if the remote machine is still
  alive.

  PROBLEM DESCRIPTION:
  Undesirable error messages were generated in situations where a
  TCP connection is made and disconnected extremely quickly,
  causing a build up and backlog of error messages. There was no
  need to generate such an error message so early on in the TCP
  processing.
  

Problem conclusion

• The code has been changed so that the error message is not
  generated in the case that the connection is lost very quickly
  after it is begun.
