IT27177: MQ DotNet application sets incorrect NameValueLength field in MQRFH2 when NameValueData has special characters

Error description

• MQ Dot Net application sets a string property which includes one
  or more special characters for instance accented  characters, e
  acute 'é' or e grave 'è':
    message = new MQMessage();
    message.SetStringProperty("Region", "Vendée");
  
  The application puts the message with success. However
  NameValueLength field is incorrectly set and may cause problem
  when message is consumed.

  PROBLEM DESCRIPTION:
  When special characters were set in the NameValueData field, the
  NameValueLength field was not calculated correctly. The
  incorrect length may have caused issues while consuming the
  messages.
  

Problem conclusion

• MQ .NET code has been modified so that the correct value is
  updated to NameValueLength filed of the MQRFH2 type message.
