IT24532: MQ .NET reports inappropriate error code from MQDISC, if the connection is associated with an incomplete transaction

Error description

• When .NET application attempts to disconnect from a queue
  manager when there is an active incomplete transaction, it
  returns MQRC_UNEXPECTED_ERROR.
  The error should be more specific to explain that disconnection
  cannot be made while there is an active transaction which has
  not committed/rolled back.

  It is not valid for a transactional MQ .NET application to

  The error response of MQRC_UNEXPECTED_ERROR that was returned in
  this scenario did not help users to understand the actual cause
  of the error.
  

Problem conclusion

• A new error message MQRC_INCOMPLETE_TRANSACTION is reported in
  this specific scenario
