IT24512: Messages published via the Topics Widget in the MQ V8 Appliance Console are put to incorrect Topics

Error description

• A subscriber is subscribing to a topic containing '/' (e.g.
  "topic1/topic2"). The IBM MQ V8 Appliance Console Topic Widget
  is used to publish messages to this topic ("topic1/topic2").
  However, the subscriber does not get the messages that are
  published.

  PROBLEM DESCRIPTION:
  In MQ Appliance V8, when a message was published to a topic
  containing the '/' character using Appliance Console Widget, the
  message was not sent to the correct subscriber. This was because
  the character '/' was encoded incorrectly as '%2F'.
  

Problem conclusion

• The solution to the problem is to avoid the URI encoding of
  topic string during publishing. subscribing and unsubscribing.
  This will prevent the '/' character from being encoded as '%2F'.
