IT21246: Allow generation of a core file when a SIGSEGV memory exception is reported

APAR status

• Closed as program error.

Error description

• A problem was investigated where a core file was needed but
  there was no facility to generate one on the IBM MQ Appliance.
  

Local fix

• Without the fix then core files cannot be obtained from the IBM
  MQ Appliance.

  Users of the IBM MQ Appliance who have contacted IBM Support and
  who have been asked to capture a core file will be affected by
  this issue.

  PROBLEM DESCRIPTION:
  The IBM MQ Appliance did not support the collection of core
  files.
  

Problem conclusion

• The fix introduces a new hidden command which can be advised by
  IBM Support if necessary, to enable core file generation on the
  IBM MQ Appliance.
