  PROBLEM DESCRIPTION:
  A logic error within the MQ queue manager exposed a timing
  window whereby an incoming MQOPEN request could fail to be
  handled appropriately if the queue manager was ending. This
  condition resulted in the generation of the FDC, but did not
  prevent the shutdown of the queue manager.
  

Problem conclusion

• The programming error has been resolved so that IBM MQ will end
  without encountering this error if an incoming MQOPEN request is
  received while the queue manager is ending.
