IT17897: Memory leak when inquire queue status type(handle) is issued

• Closed as program error.

Error description

• A memory leak may occur in IBM MQ when the administrative
  command
  DISPLAY QSTATUS() TYPE(HANDLE) is issued.  If this issue is not
  corrected
  then it may lead to a resource problem on the host machine.
  

Local fix

• Avoid frequently running the inquire queue status type(handle)
  administrative command.

  PROBLEM DESCRIPTION:
  There was a timing window in the inquire queue status code where
  a leak could occur if an application closed a queue while the
  command was running.
  

Problem conclusion

• The code was corrected so that memory that is allocated when
  issuing the inquire queue status type(handle) command is
  correctly freed.
