IT09455: AN ATTEMPT TO END A WMQ 8.0.0.2 QUEUE MANAGER FAILS AND HAS TO BE KILLED. ANY ATTEMPTS TO RESTART IT AFTER THAT HANG.

Error description

• A WMQ 8.0.0.2 queue manager had to be killed because it did
  not stop normally. Attempts to restart it hang.

  Stackit output shows that all of the queue manager processes
  are idle, except for one thread in amqzxma0, which is in
  this stack:

   aoiGetState()
   aoiCheckpoint()
   aocPerformCheckpoint()
   apiStartup()
   kpiStartup()
   zxcStartupLogic()
   zxcExecutionController()
   main()
  .
  The situation does not resolve after waiting 30+ minutes,
  and restarting the queue manager does not resolve it either.
