Error description

• After defining a queue manager resource and associating a queue
  manager with it, the resource fails to come online on the nodes
  where it was not created. An FDC with Probe Id MC017063 is
  produced when trying to bring the resource online.

  Any users of WebSphere MQ with queue managers under MSCS
  control on a Windows Server 2008 system.

  PROBLEM SUMMARY:
  
  The problem was caused by the fact that an attempt was made to
  associate a queue manager with a queue manager resource whilst
  the owning node of that resource was different to the node on
  which the queue manager was created. As a result, the registry
  checkpointing operation failed as the queue manager registry
  keys were not present. This was then leading to a failure to
  bring the queue manager resource online.
  

Problem conclusion

• WebSphere MQ was modified to ensure that an error message is
  produced in the event that an attempt to associate a queue
  manager with a queue manager resource is done on a separate node
  to where the queue manager was created. This operation is now
  also prevented.
  If the fix is not applied, a workaround would be to ensure that
  the queue manager is only associated with a queue manager
  resource whilst the owner of that resource is the same node as
  where it was created.
