• When the workflow of the content is changed before the previous
  workflow has finished initialising, the security of the new
  workflow is not applied correctly

Problem summary

• When the workflow of the content is changed before the original
  workflow has finished initialising, the workflow permissions are
  being set correctly for the new workflow.
  However the security of the content is being reapplied to use
  the permissions of the original workflow.

Problem conclusion

• The workflow security of the content will use the settings of
  the latest workflow of the content
