JR58129: PERFORMANCE FOR DOING AN IGC CSV IMPORT USING ALL OF THE OPTIONS IS SLOW AFTER FIX FOR JR57959 APPLIED.

• Closed as program error.

Error description

• Applied fix for JR57959.  This allowed the CSV import of Data
  Files and its related assets to be imported again.  However,
  once this update was applied, imports of all assets, using any
  import option were very slow as compared to prior to the fix.
