dsjob restart option does not set parameters correctly from the checkpoint record

Problem summary
**************************************************************** USERS AFFECTED: This problem affects users who make use of the restart option of dsjob which is meant to run the job again with the parameters obtained from the checkpoint record. **************************************************************** PROBLEM DESCRIPTION: When reading the checkpoint record it was not being processed to unescape certain characters which had been escaped when the record was written out. This leads to a corruption of the first parameter and the defaulting of subsequent one. **************************************************************** RECOMMENDATION: The only way to resolve the problem is to apply the patch. ****************************************************************
Problem conclusion
The code API code used by dsjob was modified to unescape the values it had read from the checkpoint record. This brought this code path in line with the checkpoint handling code which had previously been modified.
