Error description

• When clicking the HELP button for Server file managment dialog,
  then the online help cannot be launched on the browser correctly
  due to the wrong URL.
  The URL points to localhost, but this doesn't work when
  accessing to the remote server.
  
  Step:
  Open designer
  -> Go to Tool menu -> DataSet management
  -> Open server file management dialog
  -> Click HELP button at the bottom-right.
  Then the doc file cannot be open due to the wrong server.
