JR52370: In Parallel Engine Sequential stage Setting APT_FILE_EXPORT_ADD_BOM breaks Fileset output

Error description

• Adding APT_FILE_EXPORT_ADD_BOM in a job causes failure with
  fileset stage (export) with the following message
  
  Message ID: IIS-DSEE-TOIX-00241
  Message: File_Set_6,0: Error encountered while writing the file
  byte order mark.
  
  APT_FILE_EXPORT_ADD_BOM is not supported for FILESET stage as
  target stage(export). Currently using sequential stage and
  fileset in single job, throws error trying to process BOM for
  fileset.
  
  This APAR fixes this by disabling BOM processing for Filesets.
