Error description

• In the Administrator projet properties, when modifying
  environment variables setting default values "$ENV" or
  "$UNSET", if the locale is french (default langage for
  non-unicode programs), this produce a "Runtime error 13" that
  crash the DataStage Administrator client tool.
  

Local fix

• Use regional setting English-US or define the "$ENV" or
  "$UNSET" into DSParams file of the projet directly.
