• Installation of either IS 9.1 and IS 11.3 Engine (or Client) on
  Windows 2012 fails due to "RegasmTool.exe" crashing.
  IS executable "RegasmTool.exe" wrapping Windows tool
  "regasm.exe" for registration of .NET DLLs is crashing on
  Windows 2012, preventing Installation to complete.

  "RegasmTool.exe" is built using ".NET Framework 1.1" which
  seems the cause of some incompatibility.
  Choosing to skip the failing step while installing causes loss
  of functionality.
  Tweaking "RegasmTool.exe.config" file seem unsuccessful.
  

Local fix

• Installation of IS 9.1 on Windows 2008 is a certified
  configuration, when IS 9.1 on Windows
  2012 is only "Supported", but not "Certified".
  IS 11.3 is the only version certified on Windows 2012.
  

Problem summary

• Installation fails when Regasm.exe attempts to register a dll
  

Problem conclusion

• Regasm.exe had to be rebuilt using .Net4 instead of .Net1.
