JR43681: Datastage Parallel job aborts on Windows platform with time exceeded error message.

Error description

• DETAILS:
  
  When a Datastage parallel job is run on a Windows system the
  NTOshWrapper process is expected to start within 10 seconds and
  the time is not configurable.
  
  Heavily loaded systems can fail with the error
     IIS-DSTAGE-RUN-E-0370 'Error setting up internal
  communications' when this time is exceeded.
  
  RESOLUTION:
  
  Configurability is added via the environment variable
  DS_OSH_WRAPPER_TIMEOUT which specifies the time in seconds to
  be allowed for the
  process to start.

Problem summary

• On Windows the server expects the osh conductor to start within
  10 seconds and the time is not configurable. Heavily loaded
  systems fail with error IIS-DSTAGE-RUN-E-0370 'Error setting up
  internal communications' when the time is exceeded.
  

Problem conclusion

• The timeout period can now be configured by means of an
  environment variable.
