Problem conclusion

• Fixed the code to apply the conditional weight overrides
  correctly.
  Note: this patch also includes the fix for:
   JR43460 Match UNCERT scores differently between 7.5 and 8.7
           even with the environment variable setting
           QSM_MAT_UNCERT_VERSION=7.5
