Problem summary

  USERS AFFECTED:
  Users attempting to install with a misconfigured database.
  ****************************************************************
  PROBLEM DESCRIPTION:
  When loading data into the DB such that the load fails, the
  install continues on, failing later.  It should stop when the
  data load fails.
  ****************************************************************
  RECOMMENDATION:
  The install eventually does stop when a subsequent operation
  dependent on the previous failed operation is executed.  At this
  point, the database misconfiguration must be corrected and the
  failed install cleaned up.  Then a reinstall can be attempted.
