  Users of the Match stage with TIME, DELTA_PERCENT and
  PRORATED commands
  ****************************************************************
  PROBLEM DESCRIPTION:
  The handling of match default disagreement weight is wrong for
  some match commands.  For this sample Match command:
  
  MATCH1 DELTA_PERCENT DURATIO DURATIO 0.9 0.01 10
  
  if A_DURATIO="47" and B_DURATIO="30", the weight score will be
  -43.94 from our DELTA_PERCENT algorithm, but there is supposed
  to be an additional condition: if (wgt <  DisWgt) wgt =  DisWgt;
  the default disagreement weight would be -3.30 for this test
  case instead of -43.94
  
  The error only applies to the TIME, DELTA_PERCENT and PRORATED
  match commands.

  Use the patch for JR41948.

Problem conclusion

• Corrected the derfault disagreement weitgh alogorithm for the
  TIME, DELTA_PERCENT and PRORATED commands.
