USERS AFFECTED:
Users of XML Pack 3.0. Anyone using the REST2 binding in ISD.

PROBLEM DESCRIPTION:
XML Input data read by the REST2 binding was being transformed
using the default character set for the system. This caused the
data to become corrupted and then passed to the back end
service.

RECOMMENDATION:
Apply 8.5 Fix Pack 1.
