JR37721: If an ISD application has active requests, it cannot be re-deployed.

• Closed as fixed if next.

Error description

• WISD application cannot be stopped and restart if there is a
  constant stream of requests coming in against the application.
  After redeploying the WISD application, all requet against it
  will fail with following error in the WAS systemout.log:

  EJB threw an unexpected (non-declared) exception during
  invocation of method "testapplication" on bean
  "BeanId(TEST.ear#svcs.jar#LOTG, null)". Exception

  javax.resource.ResourceException: Missing a handler pool for
  [1234567.178123a891123b.1abcd1.12a915226123456ab.1a12b12.b12a1].
  

Local fix

• ensure there are not active request being made against the
  application before stopping it.
