Problem summary

• Need to implement an environment variable to disable
  distribute-component in all QS operators
  

Problem conclusion

• We need to add an environment variable around the
  distribute-component call. The customer can set that environment
  variable on grid, cluster, MPP when file systems are shared by
  all compute nodes as well as the conductor node ie only call
  distribute-component when the environment variable does not
  exist.
  The distribute-component causes a timeout since it cannot copy
  files from and to the same directory.
  The new environment variable will be
  QSM_DISABLE_DISTRIBUTE_COMPONENT.
