Error description

• Implement query timeout option in ODBC operator using
  environment variable APT_ODBC_QUERY_TIMEOUT. This will cause the
  job to abort after the set query timeout and avoid the hang.

Problem conclusion

• Reason for hang is unidentified.
  Implemented new env APT_ODBC_QUERY_TIMEOUT which will enable
  user to set the SQL_ATTR_QUERY_TIMEOUT attribute for SQL
  statements. APT_ODBC_QUERY_TIMEOUT has to be set to a value
  equal to the number of seconds the user wants to wait before
  aborting the statement.
  Typical values to set should be between 5-10 minutes ex. set
  APT_ODBC_QUERY_TIMEOUT=300 ( for 5 minutes wait)
