JR32694: ISSUE WITH DS TOOLS (EXAMPLE DS.TOOL, DS.REINDEX ETC..) NOT AVAILABLE WITH DS 8.1 INSTALL

Error description

• Defect that for any platform where the installation language is
  not English, DS project setup omits this particular set of
  tools. Actually what is omitted is the VOC entries to invoke
  them.

Problem summary

  USERS AFFECTED:
  DataStage Server projects created on a system where the
  installation language was chosen to be not English.
  ****************************************************************
  PROBLEM DESCRIPTION:
  Certain utility commands that are normally cataloged in the VOC
  file of each DataStage project are not installed on a
  non-English system.
  The commands are: DS.TOOLS, DS.REINDEX, DS.PLADMIN and
  DSR.TRACE.
  Attempting to execute any of those commands from within the
  DSEngine (Universe) environment will lead to a message like:
  "Verb DS.TOOLS is not in your VOC."

  RECOMMENDATION:
  Follow steps to update projects as described in readme file
  included in the patch.

Problem conclusion

• The instrallation process on a non-English server system tries
  to load translated versions of these commands; however, they
  are internal commands only and have not been translated, What
  is needed is to load the Engl/ish versions on all systems. This
  will be fixed in the install code for the next release (8.5) -
  module is DSCONFIG_NLS.B.
