• Closed as program error.

Error description

• It is a bug in the AclDAO class.
  When the WebSphere user registry is used
  

Local fix

• The workaround is to add the user into the user table by save it
  from the ISF admin console.

  some of the user from LDAP.

Problem conclusion

• Resolution was to correct the ACS_Server module, so that it
  creates the proxy user first when grantPermission is called for
  LDAP user.
