  Ehllapi API call QuerySessionList stops returning the valid
  number of sessions and just returns 0. Test shows that it stops
  returning valid count after 26 API calls.

  EHLLAPI bridge manages PCSAPI with control blocks and it has
  26 of these blocks. It allocates one control block to each
  PCSAPI application. However it is not properly cleaning up
  when the application gets closed. After all 26 control blocks
  are exhausted, then subsequent PCSAPI applications no longer
  work as expected.
  

Problem conclusion

• EHLLAPI bridge code is modified so that it cleans up PCSAPI
  control block properly during detach processing.
